Can't Change Screen Orientation / Displays System Preference Broken

Today I have flipped my RMBP's Display to 180 degrees, After doing this the screen went black (I believe it was the thing where it asks you if you want to revert the settings) When I saw the display was not showing I rebooted the computer, thus I believe corrupting the Displays preference pane. After rebooting I was no longer able to access the displays preference in system preferences.

I have tried multiple solutions online and none seem to work, I have a copy of OS X Yosemite downloaded ready for a fresh install if this can't be resolved manually. I am currently on OS X Yosemite 10.10.2.

Thanks !

MacBook Pro (Retina, 13-inch, Late 2012), OS X Yosemite (10.10.2)
