I purchased an audiobook on my iPhone but do not see it on my mac. I found the audiobook tab in iTunes but it is empty. Help

Audiobooks are a one-time only download from the store, if you connect your iPhone to your Mac's iTunes and do File > Devices > Transfer Purchases in iTunes then it should copy over (you can then take a backup copy of it).

Why doesn't it happen it the cloud?
I think that all audiobooks are supplied to Apple by audible.com, so I assume that it's them that are limiting them to one-time only downloads (tones are also one-time downloads).
Other items will only show in the cloud whilst they remain in your country's store, and if you don't move countries - ideally you'd be taking your own backup copy of all of your purchases.
