why do my pictures link to another phone
Basically, the pictures on my phone automatically go to my brothers phone and visa versa. Is this because he is using my apple id? If so, how do I get him off my apple id account?

Yes. There are two things you should do:
1 - have your brother sign out of iCloud on his phone and sign back in with his own Apple ID.
2 - change the password of your Apple ID/iCloud ID.
