I notices on my Iphone 6 ios 8.1.2, that weather wallpaper doesnt animate anymore. rain used to pour, ...
now I got a still image.
Is it a bug or apple stopped to animate?

Try tapping the Weather Channel icon in the lower left to go out to the WC Website. This may jog it into animating again. This worked for me when the temperature wouldn't update, so maybe that will work for you.

I did put " reduce motion " back on. animations are back, but battery suffer a lots. so Iturned it off again

It must be because you turned off your animations.
