iPad 4th gen will not connect to some wireless networks

My iPad 4th generation will not connect to some wifi ssid's. My iphone connects and my wife's iPad mini connects just fine. Some wifi'so always connect and others do not. I notice it often in hotels. I also have two wireless routers at home. One connects fine. The other only connects via 5g broadcast, not on normal ssid broadcast, yet all other devices can connect just fine. Is this a hardware issue? Or some sort of setting?

I have tried every fix I have read online:

reset network settings

toggled airplane mode

toggled wifi button

rebooted

ineven reset my iPad to factory condition and reloaded everything from backup
