Not all purchased songs are available to playback on an iPhone through the cloud

Not all purchased songs are available to playback on an iPhone through the cloud. When I go to an album it shows purchased but not the cloud symbol next to some songs. I thought that all purchased music through iTunes was available for streaming. Any thoughts or help?
