iPhone Library Upgrader Does Not Solve Access Problem

iPhoto was failing when the program initiated - error "iPhoto quit unexpectedly". I updated to the latest version of iPhoto and OS X (10.10.2). After searching support communities, I downloaded the Library Upgrader 1.1. When I run the upgrade, I get the original error message "iPhoto quit unexpectedly."

MacBook Pro (15-inch Late 2008), OS X Yosemite (10.10.2)

As far as I know, I can't select which library is used when the program launches. The iPhoto program does not give me any options such as "create new library". The program never fully boots - immediately pops an error box containing "To open your library..." error message. I can select "learn more" or "quit". All other options in the top drop down menus are greyed out.
