I don't seem to be able to free up memory on my iphone 4s that is attributed to 91 photos that don't actually exist on phone. They are not in Recently Deleted folder either. Also, I do not sync photos with iTunes. Can anyone help me?

Try the easiest thing first. Reset your iPhone. Press and hold both the Home button and the Sleep/Wake button continuously until the Apple logo appears. Then release the button and let the device restart. You will not lose data doing this. It's like a computer reboot.
