Stop spam calls
I get between 2 and 3 of those credit card scam calls a day. Is there any way to block them, or send a 120 decibel signal back at the caller, or possibly send a signal back that will blow up their ear piece?
iPhone 4S, iOS 8.1.2

If you know a specific telephone number, it can be blocked.
If these calls come from "Unknown" or similar, they cannot be blocked as such, but there is an alternate strategy. You could basically reject all calls except those from specific folks you know or recognize. To do that, use Settings > Do Not Disturb = "On" then set "Allow Calls From".
The calls come from all over the country. AT&T stated the spammers have a machine that makes up numbers for caller ID, and they thought Apple may have an app that would block fake phone numbers.
what you can do is when they call you go to:
Phone > Recents > press the circle with the "i" in it > scroll down to the bottom it says "Block this caller" and it will put it in a list
I've been getting those too i used to make them a contact and put them there to block until they came up with this
let me know if you were able to do it because I'm not sure what iPhone you have

No, there is no such app. It's worth registering your number with donotcall.gov. It doesn't prevent everything but it does help.
I have been doing that, but I don't think they ever re-use the same number. My blocked caller list is very long.
I have a 4S
Another thing you can do as an AT&T subscriber is send AT&T a report about this to: abuse@att.net
I've done this for obvious phishing scams I've received on my AT&T iPhone. I think we'll never know if this helps, but it couldn't hurt.
yes unfortunately they do have several numbers they use and now what they're doing is that they get local numbers and when they call you it looks like a local number so you're more likely answer
or you can do what sberman suggested the only thing is that when someone calls you that you don't have in your contact list you won't get the call
From annacast's post above:
"or you can do what sberman suggested the only thing is that when someone calls you that you don't have in your contact list you won't get the call"
You won't get the call ... but you would receive a voicemail if the caller chooses to leave one.
The problem with that is all of my contacts are not on my phone. The company I work for has 160 employees in Texas and every one of them might call me at some point during the year.

The calls come from all over the world. Sadly the US does not have the monopoly on nuisance calls, and neither is AT&T the only carrier.
If I ever catch one of these scam artists, I will take torture to an entirely new level with them.

You'll have to get in line.
There is no problem which an excessive application of physical force can not solve.
