Security questions

Hi,i have forgot the answers of my security questions,and unfortunately When i was making my account I didn't add rescue email,now I can't change the questions or add rescue email or enable two step verification,there is no link in passwords and security part of my apple id management part,and I can't have call with supporter because of the region i live in.and unfortunately i have 25 dollars in it and I can't use it because of forgetting the answers.please help me

my device is an iPad with iOS 8.1.3 operating system
