If a person deactivates his/her Facebook account, will people receive a birthday notification(at notification center) if they have also an iphone?

Having an iPhone has nothing to do with it. If you're talking about birthday notifications based on the Facebook account, then no. The account doesn't exist, therefore no notification will be sent.
