how to cancel a attempted purchase

I Purchased some lifestyle points for the sims lifestyle on my iPhone but didnt get anything

so I tried again

and still nothing

so I reported it to Apple who rectified that issue.

but because I have no money in my account I aint able to update anything

so how do I cancel the second order
