I have two ipad2, A1395 and A1396. I bought one apple 30 pin VGA for my iPad2. However only A1396 works for connecting to monitor. A1395 never works for connection even I did hard reboot or all reset. Can anyone have solution?

It sounds like you are able to get this adapter to work with one of your iPads, but not the other. It seems like you've done everything in the following article but a restore, so thats where I would go next. You should double check and run through the steps from top to bottom and verify that.
