128 GB - Having Storage Issues

I have a 128 GB iPad Air and am having storage issues? I don't have a ton of photos. I have removed the videos. I have deleted all iMessages. Looking in usage, the largest app memory is 2.1GB for music. The next largest is 628MB. I have only 5 GB of space remaining out of 128GB. This does not sound correct. I have backed up and restored from back up to see if some of the memory would be released and it has not. Can anyone help?
