Settings > General > Accessibility > LED Flash for Alerts. Turn it 'OFF'.
I have the opposite problem. When I do exactly that and activate it, the light doesnt flash. yet when I take a picture my flash works. is the iphone the problem? because it works on my son's iphone 6+ ( we both have the 6+) yes it ls turned " on " im on Ios 8.1.3
