Tool Palette in FCP X

Here's an image I spotted in the article "A New Take on Feature Post"; about FCP X's use during the making of 'Focus'. Where does the tool palette in the upper left corner come from? There's another tool palette near the left lower side in the viewer. No idea what that is. Does anyone know?
