I cannot access my iBooks on my new air iPad. Previously purchased on my iPhone. Says I do not have correct iBooks and iOS. Can anyone help?

I have previously owned and still own a iPhone 4s and 5s. Purchased an iPad air and downloaded everything from phone onto new iPad. However can't access my purchased books. Can anyone help?
