I have problem with icloud activation i have appleID but appleID isn't open icloud account

hi anybody help me , i have i phone 5 and my small daughter tried to unlock screen for 10 times incorrectly ,the device restart and initialize then need icloud account when i enter appleID not work!

please any on help me
