The iPad has a built in Contacts App. That is an email address book. I'm guessing that you are asking about how to create groups or distribution lists in the Contacts App. You can't if that's what you mean. You can create groups in iCloud.com for your contacts and even though they will sync to the iPad, they are useless for a distribution list.
There are third party mail apps that let you create groups. I don't use either of these, but I have suggested them to others in the past.
