icloud locked , i cannot access my iphone 4s

hi !!

i have problem with activate my iPhone, I root my iphone without deleting my i cloud ,after that i try to setup as a new then iphone is says

"this iphone is currentley linked to an apple id "

then i try to many times my icloud email and apple id password now icloud says my apple id is disabled ,i reset my password and enter my security questions.

but i cannot two-step verification , i don't know how to fix this , please help me to fix this
