trash is permanently emptying without prompt - how can I re-set it to allow me to choose whether or not to empty?

My MacBook Pro has a permanently empty trash, even when I'm sending items to the trash it doesn't show. How can I re-set the setting so I can choose whether or not to empty the trash? Thanks.

MacBook Pro (13-inch Mid 2010), OS X Mavericks (10.9.5)

I am having a similar issue. Files, primarily image files, are showing up in my trash that I haven't deleted and before I can determine if I still have copies of the files on my hard my trash has been emptied without prompting. This is a new issue - I believe. A really scary issue. Any insights and help will be greatly appreciated.
