Contacts in Contact Folder but not in "Phone" folder. How to move?

New iPhone 6+...synced with computer but all "contacts" are only in Contacts folder and not in Phone Folder. how do i get them in the Phone folder.

When i touch "Contacts" in my Phone Contacts come up empty and Im in "Groups."
