One person cannot receive a message from we are using iPhone 4
Ome friend cannot receive messages from me. We both use iPhone 4. He can receive calls from me.

If you are still unable to send messages to a specific contact, I would use this step from the following article to help troublehsoot that:
If you can't send or receive messages on your iPhone, iPad, or iPod touch
Delete existing conversations
If you can't send messages to a certain recipient, delete any conversations you have with them and try sending a new message. When you delete a conversation, you won’t be able to recover it. Make sure that you take a screenshot or forward any messages that you want to keep.
