I ordered my Ipad on February 17. It is now stuck in China. Why?

I ordered an Ipad 2 on February 17, 2015. The expected delivery was Feb. 27- March 3. However, UPS says it is being held in Chengdu, China and has no expected date of arrival. Is there an explanation for why it is being held?

iPad Air Wi-Fi, Cellular, iOS 8.1.3

There probably is a reason but no one here would know as this is a user to user forum. I would contact an Apple Store to see if they can help in any way. Or, contact UPS to see if they know anything.
