You backup each device separately, you can't backup the iPad to the phone or the phone to the iPad. You can restore the backup of one of the devices to the other device but you cannot a backup the phone on the iPad or backup the iPad on the phone,

You may not need any additional storage at all, or at least for a while. I was backing up my iPad, iPhone and iPod touch to the 5GB of free storage that you get with an iCloud account. But when I got a new iPad Air 2 I ran out of space and purchased more, even though I hated doing that, I wanted a backup to my iTunes/Time Machine backups. Probably overkill, but I would rather have several backups than just one.

Anyway, on your iPad go to Settings>iCloud>Backup>On. Enter your Apple ID password and then tap Backup now. You can see all of your device backups in Settings>iCloud>Storage>Manage Storage.
