ipad wont sync to itunes with or without icloud

I cant get ipad and icloud to sync I can log into iTunes seperatly from icloud but when I try to symc device icloud says t is not valid

ipad was recovered after theft and now activation lock wont let me restore account.

iPad Mini, iOS 8.1.3
