Safari websites start behind tabs blocking most log in buttons.

For some reason websites start displaying behind tabs. I tried separating tabs into individual windows but the website moves behind the top tab. Here is a screenshot of the problem. I tried exiting full screen and it gets fixed but when I go back to full screen it happens the same thing. Is anyone else having this problem?
