Can't activation iPhone 4S

Hello to everyone,

I have a problem with my iPhone 4S. It's a present of my brother and I am trying to configurate it from zero(I have restored it) but it doesn't work. I configurate it like a new iPhone and I put my ID Apple and when I choose "Use iTunes" it goes back to Hello page. This happen every time and if I choose "Not use iTunes" it goes back to Hello page too. I have restored it and it doesn't still work. What can I do?

It runs with iOS 8.1.3

Ask your brother if he ever hacked or jailbroke the phone.

Hello FelipeV,

No, he never jailbroke the iPhone. The sequence is the following:

Configure as a new iPhone --> Use a ID Apple --> Use/Not use iTunes --> go back to Hello page --> configure as a new iPhone --> Use a ID Apple and shows an error that says: "Can't create ID Apple" but that ID Apple works, it is verified and activated(I can access through ID Apple page to my account).

I want to write Use/Not use iCloud, NOT iTunes!!!
