Not able activate icloud keychain

i am trying to activate iCloud keychain on iphone 6. When i enter passcode gor iCloud i get the verification code through sms. I enter it and it always says wrong password entered. I have done it so many times and always same things happens. Now it says to me contact apple support.

ANd when i try to disable it to get rid off irritating notification of approving device which i get all the time. When i click to disable iCloud keychain and go back in setting it shows pending. Pl
