My iPhone 4s was exposed to liquid. It continued to work for 2 days, then the battery died. the phone will not recharge, so cannot be switched on. I didnt back up to the iCloud and want to know how I can retrieve all my photos, data etc.

You should have done all of that while the device was still working after the liquid exposure. At this point, the phone is not going to work, and you will not be able to get any data from it. The biggest mistake made, other then the failure to have a current backup, was trying to continue using the device after the water exposure rather than shutting it down and trying to dry the device out. You can go to the nearest Apple Store and purchase an out of warranty replacement from Apple.
Did you ever use iTunes to backup to your computer?
You can restore that data on a new device but can't view the contents.
