I opened a pages '09 document in pages 5.5.2 and to my surprise entire paragraphs were moved 9 pages down. When I hit delete (backspace) to move the paragraph to its right spot it suddenly jumped back 9 pages down again.
Can someone please tell me what is going on and how I can fix this problem?

Pages 5.5.2-OTHER, OS X Yosemite (10.10.2)
Menu > View > Show > Invisibles/Layout
Pages 5 is missing over 100 features that were in Pages '09, you are inevitably going to have the layout change.

Is this why photos I drag into my Pages documents won't stay where I put them but bob to the top of the page like a cork in a fishbowl?
No, that is because you are dropping them into the Text.
A default in Pages 5.x.

Was the Pages '09 document created from a Page Layout template or a Word Processing template?
From your screen shot, it seems you are using Text Boxes. Use Format Panel > Arrange > Object Placement > Stay on Page or Move with Text to get what you want.

I was having the exact same problem (entire paragraphs jumping to the following page), but I found a solution (probably you have too, as this is an old topic...).
If you go to Format > More, then select the entire text and you will probably see that under "Pagination & Breaks" the "Keep with next paragraph" box is ticked. Un-tick it and problem solved!
