I download some paid apps on my iPhone 4s, but I cannot download them again on my iPhone 6 plus.

Without any details, we certainly aren't going to be able to help much. What happens when you try? What error messages are you getting? What troubleshooting steps have you already taken?
My iPhone 4s is running iOS 6.0.1. Those apps I paid on iPhone 4s are not showing up on 6 plus's purchased list.
Are you signed in using the same Apple ID?
What happens if you search for the apps in the App Store? Is there a price next to them? Or a little cloud with an arrow pointing down? If there is a price, I'd say you need to double check that you purchased the apps under the same Apple ID as the one you're currently using. If there is a little cloud, just download them again.

You are running a two year old version of iOS on your iPhone 4S. Might these missing apps have undergone large changes over the past two years that included some sort of price to upgrade? Might some of the apps shown with prices in the iTunes Store not support an iOS version as old as iOS 6?
