How does a device get removed when the user never removed it ?

How does a device get removed when the owner who register it did not remove it? When I try to add it back on it stated it was registered under another apple id, btw it was stolen from me! Any advice how to get it back? I tried to contact my local law enforcement to check who is it registered to and they said they could not do that, when it was stolen I called police and filed a report. When locating it says offline that it is pending?

Removed from what? "Add it back" to what? How?

What are you doing and what is the exact message you're getting? What kind of device?

My bad, from my Apple support profile. My laptop MacBook Pro w/ Retina Display got stolen and I had it on profile. I tried re-adding my serial # and it stated it was already assiocated with another Apple ID which I only have one. When it was stolen I locked it and it was pending and it had a password on it already
