My new iPad air has no iTunes app and it won't let me download it

The iTunes app on the iPad is only the store where you buy digital content. It is pre-installed and cannot be deleted. Check Settings>General>Restrictions to see if you have it blocked. If not, it's there somewhere. Look on all of the pages and in all of the folders.
You do need to register your iPad, but it is a good idea to add it to your support profile.

You can do a Spotlight Search for it by swiping down from the middle of the Home Screen to bring up the search field. If you accidentally placed into a folder, the name of the folder will show on the right side of the name of the app,
If you cannot find it and it has not been restricted you can go to Settings>General>Reset>Reset Home Screen Layout and it should reappear on the home screen. Any folder structure that you have created on your home screen will be destroyed because you will be restoring the home screen to the factory default, condition.
