iPhone 5 (using as iPod touch with no SIM) - can't access hotspot from iPhone 6 - any ideas?

Using an iPhone 5 for my daughter as an iPod touch. We did remove the SIM card - and it can access normal Wi-Fi. The only thing it can't access is the hotspot from my iPhone 6. My iPad and computer both recognize the hotspot from my 6 so I know it's working.

Any ideas?
