No. If you mean can you send messages to an Android phone from an iPhone, then yes you can. The Messages app can send iMessages (between iDevices only), SMS or MMS messages (between iDevices and non-iDevices).\

You can get third-part texting apps for both devices and uses those. Text-Plus is on. There are many.
You can also use FaceBook messages
