What exactly are you seeing ?

When you create a new account (or change the primary email address on an existing account) you will receive an email to the primary email address that you put on the account, that will have a 'verify now' link in that you have to click on which will open a browser for you to log into the account - it's to prove that you have access to the email account that you put on the iTunes account. Is that what you are referring to ?
