Are you trying to drag to a regular playlist? Dragging to a playlist folder or smart playlist doesn't work. See Repair security permissions for iTunes for Windows if that isn't the issue.

I am trying to drag files from a folder on a harddrive into a playlist i've made. It has worked before.
When did it stop working? If it coincided with an update to iTunes then a permissions problem is a possible issue.
Does the playlist have the music note icon? If not, then drag & drop doesn't work.
Did you try the repair permissions process?

it stopped working yesterday. My computer froze, then after a restart all my playlist's were gone.
I reinstalled itunes, added my music.
Made playlist's, then tried to add the files i wanted in the playlist, but it doesn't work.
There is the music icon at the playlist.
I've tried to do the permisson thing. But not sure if i got it right.

See Empty/corrupt iTunes library after upgrade/crash.
Not sure why you're having trouble adding to the playlists then, but restoring your previous library may help.
