Can your old iPad use iCloud?
Then you could share the GarageBand projects on your old iPad to iCloud and open them on your new iPad and save them there.
You could also restore the new iPad from an iCloud Backup of your old iPad. a backup includes all application document. Restoring from a backup would restore the old GarageBand projects on the new iPad.
