Template on desktop

I'd like to save a template on my desktop. When I do it, I always get asked if I want to add it to the template folder. I click Yes, and it asks me if i want to replace the existing template. I click Yes, and then I have to go find the template in the folder and click again. I used to be able to open a template on the desktop with one double-click. Is this no longer possible?

Also, how do I get the rulers to automatically appear when I open a template?
