That image indicates your iPad is in recovery mode. You need to connect it to your computer and then restore it using iTunes on your computer.
Your iPad is in recovery mode and needs to be restored using iTunes on a computer. There is no other way to fix it.

I tried restoring my ipad with itunes, but it displays an error message #21 stating that my ipad cannot be restored .
According to the Apple Support article, you could have a hardware problem with the iPad or with your computer.
