Web clips won't add to dashboard

Im trying to add a Web Clip to the dashboard but it does not add, I try a non HTML5 and a non Java also a non FLASH clip ...just text and it does not work at all, I did some search to fix the issue and no luck, I do not have any file named "com.apple.safari.plist" and I'm not using a custom style sheet...
