Problems restoring my iPhone 5s

I recently restored my iPhone due to technical problems. I did everything the guy at the genius bar told me to do, at least I think I did, but, when I turned it back on it said "Restoring from iCloud Backup". This seemed pretty normal. It is over an hour later, and all of my soon to be restored apps say waiting underneath them. I have gotten back my contacts and text messeges, but none of my apps are openable. What is the problem? What should I do? I have IOS 8.1.3, and my iPhone is a white 32 GB 5s.
