Cannot organize my apps using iTunes

I was having difficulty today deleting some Safari links which I have saved to my home screens in the past. I found a few where the URL is no longer valid and so I wanted to delete them.

So I connected my iPad to iTunes (version 11.4) and discovered I can no longer organize apps using iTunes. I cannot move apps or icons from screen to screen any more. I know I can do it on the iPad but sometimes it's easier to do it on the computer.

How do you select an icon in the Home Screens display in iTunes now?
