I am trying to back up my iCloud so I can sync my iPhone with a new computer. I have 6.7 GB of messages that I DON'T WANT. How do I backup my iCloud with contacts and NOT the sms messages?

Delete the messages before you do the back up.
Well one, that takes an excruciatingly long time as I have to do it one by one and these go back 3 years. But I did try doing that and, got about 20 minutes into it when I tried to send a text to someone and the whole messaging system starting crashing. exited out of messenger and even turned my phone off and on again and all the messages I had deleted came right back.
Let me rephrase my question. Is there a way in which you can back up your contacts to iCloud and turn OFF your messages? So that the contacts go to iCloud but the messages don't?

No, but, as you should by syncing your contacts to some sort of email account, you could sync them, then restore the phone as new.
