Why am I forbidden to post?

I signed in, tried to post, it would not accept but said nothing, just closed the blue button and left me where I was. If I ask the question before signing in and sign in when posting it opens the question box but when I ask it to post I get this message? "You are not allowed to create or update this content." What's happening?
