cannot load/upgrade apps after ios 8.1.3 update on ipad Air?

Hi,

Recently updated to iOS 8.1.3 on my ipad.....and can no longer load new apps nor can I update existing apps. The updating/installing circle keeps turning.

I don't have either WSJ app or Family Sharing enabled.
