Cannot sign out of Apple ID on iPad mini because of an associated email address that I want to change. I've already correctly made the new ID but it won't let me sign out because it keeps asking for the old password that I don't have. Going around and around… in circles!
Can someone please give me the instructions to complete this ridiculous task?

I'm not sure I understand your question. Did you change an existing Apple ID (which is an email address) to a different email address? Or did you create a new Apple ID?
