1) My iphone freezes when I go on settiings screen.
2) iphone does not recognize my usual home wifi.
3) when freeze, I try to turn off iphone. it does not turn off.

Try to reset the phone by holding the sleep and home button for about 10sec, until the Apple logo comes back again. You will not lose any data by resetting, but it can cure some glitches.

i have tried the first step but no apple logo came back on. phone is showing batery down and an charger icon is blinking....
You'll have to charge the phone for at least 10min if the battery is empty, otherwise the phone will not do anything.

You should get your battery checked. Depending on the sue an age of your phone, the battery needs to be replaced. Any Authorized Apple Service Provider can do that for you, but you can also contact Apple Support: iPhone - Contact Support - Apple Support
A second reason for the freezing of the phone would be the free space left to use. See if you can free more that those 2GB, filling the space up will make the phone slowing down more and more.
