I have an ipad mini 8.1.3 and the video record button (red) stopped functioning properly. I'm able to start recording and recording timer starts, but the video recording doesn't stop once I hit the red button again. It was working fine before upgrading to 8.1.3. Have memory available, did a reboot, and a restore - issue still exists.

If you restored to factory settings/new iPod (not from backup)m vi iTunes then that indicates either hardware problem or a bug in the the iOS 8.
